A decline press done in a Smith machine: the bench sits at roughly 15-30 degrees head-down and the bar runs on fixed rails to the lower chest. The rails remove every stabilising demand, so the sternal fibres take the load and you can rack the bar mid-rep without a spotter.

Where to start, and what to change when it stops being hard.
Start with the bar plus 10-20 kg and find the touch point before you chase load. Because the rails carry the balance, most lifters handle 10-20% more here than on a flat barbell bench. Add 2.5 kg once all sets hit the prescribed reps with a controlled one-second pause on the chest, not once the last set turns into a bounce.

Add weight only once you can pause every rep on the chest for a full second. If the bar bounces off your ribs to start the press, cut 15% and rebuild.
Shift the bench a hand-width toward your feet until the bar touches the base of the sternum with the forearms vertical at the bottom.
Log it as its own lift. Expect 10-20% more here than on a free bar, and test barbell strength on a barbell.
Rack the bar, unhook your legs, and roll off sideways. Spend ten seconds sitting before you stand up.
Declining the bench changes which part of the chest does the work. With your torso tipped head-down the bar meets you at the bottom of the sternum instead of mid-chest, the shoulder extends less at the bottom, and the lower sternal fibres of the pec take a larger share. The stroke is also shorter than a flat press, which is why most people move more weight here.
The Smith rails are the honest trade. They delete the stabilising work of a free bar, so nothing is spent keeping the line straight and everything goes into pushing. That makes it a good hypertrophy tool and a poor test of pressing strength — a Smith number does not transfer to a barbell number, so log them separately.
Use it as the second or third chest movement of a push day, after a free-weight press has already taxed the stabilisers. Three to four sets of 8-12 suits it. If it is your only chest press, you are training the pattern with the hard part removed.

Yes, though the effect is smaller than the marketing suggests. EMG work shows a modest shift toward the lower sternal fibres on decline and toward the clavicular fibres on incline. It is a bias, not a separate muscle: you cannot build a lower chest that a flat press left behind, but rotating the angle across a training block is still worth doing.
For building the chest, no — the fixed path lets you push closer to failure without a spotter and without balance limiting the set. For building pressing strength that carries to a free bar, yes. Use it as an accessory, not as your measure of strength.
No, and that is the main practical reason to choose it. Set the safety stops just below chest height and a failed rep hooks itself. Still test the stop height with an empty bar before your first working set.
That is the head-down position raising pressure in your skull, and it gets worse the steeper the decline and the longer the set. Use 15 degrees rather than 30, keep sets under about 45 seconds, and sit up slowly. If it persists, press flat.
